The vs thee HELP US!!!

I'm having an argument with my friend.
He thinks that in "the wounded," the is pronounced "thee". He thinks because it is a vowel sound.
I on the other hand don't think "w" is a vowel, and regardless of the sound, if it's not a vowel, it's pronounced "the" not "theE".
Please help us so we can be friends again.
