The volume of crabs being caught by fishermen in the West Sea has plunged over the past yea.

I saw the sentence in a news article and I was wondering if being caught by fishermen West Sea modifies crabs behind like crabs (which are) being caught by fishermen in the West Sea or crabs functions as a subject in meaning like 'I object to the car (the car's) being painted in green'?

Or are both possible and there is no meaning difference either way?
