The verb wonder

sorry but i am a bit confused
is wonder simply an intransitive verb?
if i say ' he wonders' it feels like i need an adverb clause to complete the sentence like
'he wonders if its raining' or 'The man wondered why he was hungry'
is there a type of verb that needs an adverb clause to be completed?
