The verb Means

Hi teachers,

Baxter’s chief is nodding his head means Baxter’s chief is moving his head up and down.

Is it correct to use "MEANS" or is there another verb to explain the meaning of the sentence?

Thanks in advance

It would be better to quote the example sentence, as it is, as a whole, the subject of the larger sentence.

"Baxter's chief is nodding his head" means Baxter's chief is moving his head up and down.
