the verb 'face'

Hello teachers! I have a very difficult question. There are two sentences.

The Government faces a difficult debate.
A difficult debate faces the Government.

The question of the book is to discuss the thematic properties of the verb face and present any other verbs that behave like face.

To what question? 'Face' seems to me to behave like many verbs:

The dog ate the cat / The cat ate the dog
The man saw the woman / The woman saw the man.

Is there something I'm missing?
