The verb 'effect'

A great-aunt of the protagonist, Miss Betsey, was beaten by ex-husband hansom but ill-tempered occasionally.

These evidences of an incompatibility of temper induced Miss Betsey to pay him off, and effect a separation by mutual consent.

I'd like to know why it is "effect," not "effected."
