The vaccination programme is being vs has been

Dear all,

Please see the sentence "The covid vaccination programme is being conducted in the state since March 2021." I saw this sentence in an official letter. Here, could you please tell me whether the usage "is being" is correct? I think that "is being" doesn't go with "since". But I think that we cannot use "has been" in the place of "is being" here as "The covid vaccination programme has been conducted in the state since March 2021.", because it gives a feeling that the vaccination programme is recently stopped. I'd like to get your opinion on this.

The covid vaccination programme, which started in March 2021, is still going on in the state. The writer is not perfectly fluent in English. The present perfect passive continuous could be used, but it is rather distasteful.
