The uses of effective/efficient

I'm quite confused with the use of these two words.

I know the below is the way they commonly say and it sounds all right.

We provide an effective and complete customer service solution for both Property & Facility Manager, and Building Service Vendors & Suppliers.

Can I replace the word effective with efficient as below? Does it still sound natural for you as native speakers? Of course, its meaning might differ from the original in that this is meant to be a customer service solution that do the thing right and complete for you.
