The use of with

Hi! i have an assignment due, where we are supposed to find what word class the word belongs to, and explain the distinguishing criteria.

...that the Hill at Bag End was full of tunnels stuffed WITH treasure.

In this case, is WITH used as a preposition or an adjective (functioning as a predictive explaining the state of the tunnels)?
