The use of ‘vote’

I have a question in which I must make a sentence by rearranging the word order:
(we / to / the / Diet / members / vote / for / new / are) next month.

I think the right answer is either (a) or (b). Which is correct?
(a) We are to vote for the new Diet members next month.
(b) We are to vote new members for the Diet next month.
