The use of 'to'

Hello everyone. I am writing a mock advertisement for my English class. I would like to ask whether i used the correct form of word for the following sentence. From what I know, what ever comes after 'to' , we have to use root word, but -ing for verb. Am I using my preposition correctly in this sentence? Please and thank you.

Your ad seems fine to me. However, I would use "asset" instead of "human capital" and I would also put and between suitable and qualified and dynamic and expanding. our employees are an important asset In my opinion, you also can't "develop a talented and diverse workforce" but you can train them, educate them etc.
