The use of the word "cadre"

Hi

Is the use of "cadre" OK here? Here it means management, teachers, domestic staff, etc. 

This is to inform you that the school will remain closed for all cadres on April, 20.

I wouldn't use it that way. I think of cadre as referring to the group of key personnel within the organisation with the expertise to run the whole operation, not the sub-groups of workers.

Blue Jay is absolutely correct its refer the categories of employees in an organization such as junior management cadre, middle management cadre, senior management cadre and non-management cadre.

I meant that it doesn't refer to types of employees so much as the group of people who have the knowledge to tell, or show, the others what to do.

all kinds of staff = management, admin, teachers, domestic, etc
