The use of the verb "see" in a sentence

Given Sentence: If I see an article advertised, it is the surest proof I know that the article does what is claimed for it, and that it is good value.
Question: According to the writer, how does he know that something is 'good value'?
Answer: According to the writer, he knows that something is good value by seeing an article advertised. I'd like to know the phrase "by seeing" in the answer sentence is used correctly? Thanks a million.

In my view it is tolerable but is not the greatest English ever written. I think "when he sees" would be better.
