The use of the modal "could"

Hi. Does this use of the modal "could" denote a one-time success or is it (what I think it is) the past of the modal "can"? I think we can replace the "could" to "was able to."

He headed for his house. It was very late but there were a lot of lights, and he could see the road well/clearly.
