Is it a fixed phrase or collocation? I mean, Is it not right that "the band dressed up as the Beatles as a public stunt."
Must I say this? "the band dressed up as the Beatles as a publicity stunt."

"Public stunt" does not have that meaning. It would be is a rather silly act in a public place, not in some private setting.
