The use of stealing

Hi

I understand that "stealing" is an act. But is it a kind of behavior also? For example, can we say?

A- What kind of behavior is stealing?

B - Despicable.

"stealing" can, and often does, refer to the behaviour generally: "Stealing is wrong."
