I can't give you a reason for the two variations without seeing (at least) the entire sentence, except to say that someone was obviously trying to change the meaning of what was written. I can tell you that the first example suggests, simply, that a wide availability of equipment is a fact, whereas the second one implies such a wide availability to be more conditional.
