The use of ''on'' 2 and a rephrase

Hello

Is it the correct use of the on in these sentences?

Materials on environmental impact.

Read our section on environmental protection.

The state authorities governing/leading/heading the control of protection of.. Can either verb be used? Would you suggest using another verb? Can I simply write; state authorities protecting the control of...
