the use of never

i read that "never" is used in simple present.
i read also that it is used in present perfect. how come? the teacher said it is used in present perfect and it is the key word to know the tense of the sentence. i am confused!!

Don't let your teacher confuse you. Never is not tense-restricted:
He never buys something. He never bought anything. He has never bought anything. He will never buy anything. He had never bought anything. He would never buy anything. He would never have bought anything.

Never can appear in many (if not all) tenses, and does not refer particularly to present perfect. Yet, already and still more often appear with present perfect. These are all fine:

You will never walk alone.
I have never walked alone
I never could dance!
I never want to see you again.
I had never been in love when I met Gloria.

You can use 'never' with a lot of tenses, not just the ones you have mentioned.

She never watches TV. at no time is it part of

I am confused as to when to use simple past and present perfect.
I know that you would use present perfect when you don't know when
