The use of "it just won't do"

Hi

Is the phrase "it just won't do" common and natural among native speakers? Does it mean "it's not acceptable"?

[Man to his boss]

You've insulted me for the third time. It just won't do.

Thanks,

Tom

[Man to his boss] If you speak to your boss this way, you'd better start looking for a new job.

It's not really common. It's very severe and is appropriately used only by a superior to an inferior.
