The Use of "by"
In flowing text, I can't find out what is the meaning of "by"; Dos it mean that the American Medical Association helped her in reversing such policy or that she reversed a policy that was written by the Association?
In 1964, she succeeded in reversing a policy by the American Medical Association that prohibited doctors from discussing birth control with their patients.
