The use of "any", "some", etc. Mandatory?

Do these sentences mean the exact same thing? And are they both correct grammatically?


1) I don't have milk.

2) I don't have any milk.


I've heard some say that in English it's mandatory the use of certain words before nouns, unlike in some other languages.
