The usage of there and here

When do you need "to" for there and here?

I learned "I went to there" is incorrect, and I should say "I went there."
Are there any situations to say "to there"?

Does the same go for "here"?

There's an exception to everything in English but I can't think of a situation in which you would need to before here and there. He is here. He came here an hour ago.
