The usage of the word " flatter"

Hi,

I want to know the usage of the word "flatter".

First of all, this word sounds "positive" or "negative"?

Can I say, " He is flattering you. " ---> is that means he is praising you in exaggerated way? so, sounds quite a negative. If I'm wrong, how do I say this?

Can I say, " I don't like people to flatter me." If it's wrong, how do I say this?
