The usage of recommend

Is this sentence grammatically correct?

"I would recommend if you could change to the second program."

or should it be..

"I would recommend you to change to the second program."

With the verb 'recommend' the best choice is always 'recommend that'. I (would) recommend that you change to the second program. In fact, in American English there is no other choice.

In fact, in American English there is no other choice. Neither of your suggestions are used where I live.

I think the second one you posted might be used in British English, but I don't think the first one is used in any variety of English.
