The usage of "rare"

Whe you use "rare" in the following sentence, which usage would you choose?
I've seen 2) version more often than the other, but 2) is more complicated, so I was just wondering about that.

1) people who enjoy reading dictionaries
are rare.

2) It is rare for people to enjoy reading
