The usage of 'justification'

Hi.

God created justification before man.

Does this expression make sense?

What does it mean?

There is an inherent basic problem. Are we to think that *** created the concept of justification before man did, or are we to think that *** created man before he created the concept of justification. At any rate, without context, neither makes any sense to me.
