The usage of definate article, "the"

Hello.

I am having trouble understanding the usage of "the". I guess I understand the basic concept of this. You use "the" when you refer to certain words, proper nouns, etc. However I feel lost when I find sentences such as "The government expressed serious doubts about the legitimacy of military action." In this sentence, why would you use "the legitimacy of military action" instead of using "legitimacy of military action" ?
