The usage of "and"

Hi guys, could you please help me understand this sentence?

"Our policy is a policy of active partnership with nature and human beings."

Does it mean an active partnership with nature and also an active partnership with human beings? Or does it mean an active partnership between (nature and human)?

I feel it should be the former, but "an active partnership with human beings" sounds like policy makers are not human beings. Is it a common feeling?

Actually I always feel confused about the usage of "and". I couldn't figure it out if it only connects a word, or a phrase, or even a sentence. Does anybody have any tips on it?

I'd write it like that:

"Our policy is an active connection with nature and good relations with others."

It is not a natural sentence. "Nature" is not sentient, a characteristic required of a partnership.
Forget trying to figure it out.
