The usage of " all right" ?

I have two questions:

First, if someone says, " Cathy, don't draw on the bus." Can Cathy answer ," Oh, I see. " ?

Anather question is: " Nancy's late for the party. Her watch is slow." Can I answer " All right" ?

"Oh, I see" is odd. Actually, the answer is what you want to say. If you want to take an advice, you can say - "All right", "OK", "I will not", etc. If not, you can say "Let me finish, will you?".

question 1: "on I see" denotes understanding; something new is learned. Therefore, in the example of drawing on the bus Cathy's answer cannot be 'oh i see". However, if a teacher was explaing how to draw something, while on the bus, then Cathy could respond 'oh i see" as she will have learned something formerly unknown.
