The comma is necessary. The hyphens are wrong.

Yes, people do it all the time, but it is awkward because "where" is literally a place and the word can never quite shake that off. I would recast to avoid it, perhaps "In the scheme called universal age, babies are zero years old at birth and gain a year every birthday."
