The underlined part feels clumsy... can I change it somehow?

The association shall, in every three months (in each year’s March, June, October, and January), send to the bureau, until the 15th of the next month, a detailed report with the following information: (and then there is a list on information pieces).

You are correct! I guess, I ment to say "before", not "until"!

March, June, October, and January I wouldn't call this 'every three months'. The intervals do not seem even.

I would say March, June, September and December. These are even intervals.
