The true meaning of the word 'tell'

the true meaning of the word 'tell'

The passage below comes from a quotation by Kathryn Alesandrini.

'Time is a most versatile resource. It flies, marches on, works wonders, and will tell. It also runs out.'

In this quote I'd like to know the true meaning of the word 'tell'.
In two dictionaries I find out a meaning that might be suit to this context.

If an unpleasant or tiring experience begins to tell, it begins to have a serious effect.
? The pressure began to tell as rain closed in after 20 laps.

So the meaning of 'time will tell' of the quote means that time will have an effect or a serious effect.

Am I right?
