The TomCat problem

The following little riddle is to be answered within a limited space of time. Say, five or ten seconds after reading.

Which of the following two groups has more members?
1. All the cats except the cats that are not Toms
2. All Toms except that Toms which are not cats

The answer is equal, Tom being the name of an animal or human.
