Is it ever possible to say in English: It's fourteen o'clock instead of It's two o'clock in the afternoon or It's two p.m.

So 15.00 it's fifteen hundred hours, 17.00 it's seventeen hundred hours etc. I think I've never heard anyone saying something like this

If you were to meet your military friend who told you on the phone, "let's meet in front of the Deli at 14:00 hours tomorrow..". You should be there at 2:00 pm. In America, colon is used to separate the hours from minutes. Fifteen hunderd hours will be 3:00 pm and seventeen hundred = 5:00pm.
