The tens of to-infintive

Minority Report is an American science-fiction crime drama television series that aired on Fox from September 21, to November 30, 2015. It was developed by Max Borenstein and it is a sequel adaptation to the 2002 film of the same name based on the 1956 science fiction short story "The Minority Report" by Philip K. Dick. It is produced by Amblin Television, Paramount Television, and 20th Century Fox Television . It is the first Steven Spielberg–directed movie to be adapted for TV.

I think "movie to be adapted" is interpreted as "movie that is adapted for TV," and that "is adapted" is referring to the done deed.

So I was wondering why it is "to be adapted," not "adapted," because I have known "to-infinitive" indicates coming events.
