The suspended use of/Suspended use of

Is there any difference in meaning between "the use of" and "use of"?

Is it optional to use "the" before "suspended use"?

I often find that "the" is used or not used before similar forms, e.g., "acceptance of, "liberalization of," "expansion of," etc.

WHO:
Some countries in the European Union have temporarily suspended use of the AstraZeneca COVID-19 vaccine as a precautionary measure based on reports of rare blood coagulation disorders in persons who had received the vaccine.

BBC:
Several European countries, including Italy and Austria, have suspended the use of certain batches of the drug as a precautionary measure.
