the suspected/suspicious thief

Using video cameras, the surveillance team kept a close eye on the suspected/suspicious thief.

Do both suspected and suspicious fit in the above and convey a similar idea? Thanks.

Either sounds a bit unnatural to me. Maybe 'person' instead of 'thief' would make it better. Then both 'suspected' and 'suspicious' look okay.
