The submitted photo or The photo submitted

I think it could be a little silly question to you. But I want to get a confirmation from you,guys.

If the photographs submitted do not meet federal requirements, the embassy will be unable to issue a passport.
= If the submitted do not meet federal requirements,the embassy will be unable to issue a passport.

Whether writing as "the photographs submitted" or " the submitted photographs" 100% depends on the writer's mind.
I know if the adjectives are too long, we better put them behind the noun. But in this case, it relies on the writer's mind.
Am I right ?
