The structure of this sentence

Hi, would you help me with this sentence about the structure of this sentence.

- To guard against probe failture, seal the probe against exposure to seawater by either dipping the probe in epoxy, sealing it inside airline tubing or covering it with heat shrin tubing

I am not sure if "sealing it inside airline tubing" modifies " dipping the probe in epoxy'' or if it is only one of the thress phrases like 1. dipping the probe in epoxy, 2.sealing it inside airline tubing, 3. covering it with heat shrink tubing.
