The structure of the passage

"The government also has plans to remove the chief executives from their posts, even if their terms aren't over, if they should receive poor grades on a performance evaluation that will be conducted next September."

The structure of the passage is okay to use? One clause and even if clause and if clause can come at the same time like that? What do you native English speakers think?


And do you agree that if they should receive...can be rewrite to should they receive...? Actually, the sentence was rewritten like below,

"The government also has plans to remove the chief executives from their posts, even if their terms aren't over, should they receive poor grades on a performance evaluation that will be conducted next September."

I thought if was omitted and should was moved to the front. What do you think?
