The Structure Of "All The While"

You deceived us! After you were so hostile to the mere thought of boys...All the while doing what she did when our backs were turned.


From what I can tell, "all the" must come before a noun phrase. But I stumbled upon "All the while clause". Is it right that the determiner modify the while clause? Plus, would you be kind enough to tell me whether it is "All the while (she was) doing what she did" or not.
