The structure of a sentence

"Limits are easiest to see on a graph – are the points that a graph almost touches, for example, but never does?"

Is this sentence correct? I read it on a website explaining the calculus. And if so what does it mean?

The limit of the height as t ? 8 for this family of functions is 10 inches.
