It's not a place. It's a time period. So it's not like saying "at the bank", "at the hotel, or "at the train station". And it's not a specific point in time, so it's not like saying "at 10 o'clock" or "at 5:30".

Excellent question. It seems to be one of a few exceptions. We would not use "at" with many other of our holidays such as "Fourth of July", "Memorial Day", or "Labor Day" or with time periods like "vacation".
