The speech part of nationwide

One.two million masks will be sold at pharmacies nationwide starting Friday.

The speech part of ‘nationwide’ is an adjective that modifies ‘pharmacies’ or an adverb that modifies ‘will be sold’?

What do you native English speakers think? Thank you so much as usual in advance.
