The singular vs the plural

Could you tell me which one is right between the singular and the plural in the square bracket of the following sentence? Thank you in advance.

Those who study in institutes or colleges recognized by each state government can get issued [a Student Visa/Student Visas].

Could you tell me what makes you feel awkward about the origianl sentence? To me, the structure of "Those who study in institutes or colleges recognized by each state government can get issued a Student Visa" seems not so different from the one of "Students at state-recognized institutes or colleges can be issued a student visa," and the former also looks grammat

  • "Those who study" - wordy and unnatural. Say "Students"
  • institutes or colleges recognized by each state government - potential ambiguity - all institutes but only college that are recognized by the state? In addition, "state-recognized institutes and colleges" is shorter.
  • "can get issued" - don't use "get" this way. Use "be" as I have shown.

Thank you for your help, BarbaraPA. By the way, could you tell me why 'get issued' is not good there? I just thought the difference between 'get issued' and 'be issued' is the one between an action and a state.

They will "be" issued, not "get" issued.
