The sigh "Staff Only"

Hello.

I live in Japan. Sometimes I see the sign "Staff Only." Why do you say "Staff Only"?

I thought "Only Staff" was right. Is there any difference between these expressions?

Or what is the original (full) sentence? "Staff only can enter this room."?

In signs restricting access it is the standard to have 'X only'.

Staff Only

No admittance except staff.

No entry except staff.

Besides Staff Only, the above signs are common.

I would like to know why you say "Staff only" in grammatical explanation.

Why can't I say "Only Staff"? Does this sound wierd? Why?
