The shop.. is closed or closes..at 10 ?

Possibly a very silly question but it has been bugging me for ever.

Would you say... the shop is closed at 10.... or.... closes at 10?

Common English is 'The shop closes at 10.'

But you'd say 'It is closed from 10pm to 10am'.
