The Semicolon

Can I use the semicolon as I've done below? I don't think it's technically wrong, do you?

Mike was outraged by the umpire's call; and in the interest of fairness, the call was reversed.

And would you use 'as I've done' or 'as I did' in the sentence above? Or do both versions work?
