The second time after

Are these sentences correct:

1-After a period of rest of fifteen days, this is the second time I am going jogging.
2-After not jogging for fifteen days, this is the second time I am going jogging.
3-After fifteen days, this is the second time I am going jogging.

Do they mean:
a-I did not jog for fifteen days. I went jogging once after that and now this is the second time I am going jogging.
or:
b-I went jogging for the first time sixteen days ago. This is the second time I am going jogging.
